The Mexican Cartel leaves apology letter after killing Americans who were kidnapped. A person claiming to be from the Mexican drug cartel that is thought to be responsible for the kidnapping of four Americans and the murder of two of them has denounced the violence and said that the organization will allegedly hand over any of its own members who were involved to law enforcement.
The Scorpions clan of the Gulf cartel, which is thought to be responsible for kidnapping the Americans, apologized in writing to the people of Matamoros, the Mexican woman who perished in the shooting, the four Americans, and their families in a letter that The Associated Press was able to obtain through a source in Tamaulipas state law enforcement.
