North Carolina wide receiver Josh Downs told ESPN Friday he is entering the 2023 NFL Draft.
The two-time All-ACC selection will not play in the Holiday Bowl on Dec. 28 against Oregon.
Downs caught 94 passes for 1,029 yards and 11 touchdowns in 11 games this season for the Tar Heels (9-4).
He finishes his three-year run in Chapel Hill with 202 catches for 2,483 yards and 22 scores in 28 games.
Downs is rated as the No. 4 receiver in the draft class by ESPN analysts.
“I decided to take it to the next level and declare for the NFL draft,” he told ESPN, adding that he believes he is the “best wide receiver in the draft.”
“I just feel like when you turn on the tape, I consistently win over and over and make plays with the ball when it comes my way.”
