Baltimore Police Department/Intagram LaPere

Pava LaPere, a 26-year-old tech CEO living in Baltimore and a Forbes 30 Under 30 member was found killed in an apartment on Monday.

Following the filing of a missing person’s report for LaPere, the CEO and co-founder of EcoMap Technologies, she was discovered deceased in a Baltimore apartment complex Monday about 11:30 a.m. Her discovery revealed “signs of blunt-force trauma.”

She obtained her degree from Johns Hopkins University, where she majored in sociology and started EcoMap while still an undergraduate, raising $4 million for her company.

The Baltimore Police Department’s Warrant Apprehension Task Force (WATF), alongside the U.S. Marshals have arrested Jason Dean Billingsley for 1st degree murder. Through the course of the investigation, BPD can confirm that Billingsley is wanted in connection to an attempted murder, arson and rape that occurred on Sept. 19, 2023, in the 800 block of Edmondson Avenue.

Evidence gathered through the course of the initial investigation by detectives was able to connect the suspect Billingsley to the homicide of Pava LaPere and the Sept.19 case.

Multiple warrants have been issued for Billingsley and detectives continue to work with all of our law enforcement partners in apprehending him. Billingsley is a registered sex offender. He had been previously arrested in 2009, 2011 and 2013 for charges that included sex offense, and second-degree assault and robbery

Additionally, detectives are now reviewing all cases from October 2022 to the present day to determine any other connections.
